Why can't SBMA run a set of traffic lights?

We recieved the photo below from a reader who was informing us that trees were blocking the view of the new traffic lights at the Kalaklan Lighthouse Bridge, however after only a couple of days the traffic lights were no longer working.

Are the lights to suffer the same fate as the lights at Royal shopping mall and remain blacked out?

One of the nice things about Clark Freeport Zone is that the traffic lights are new and they work. If CDC can do it surely SBMA can?

    I DRIVE THRU THAT INTERSECTION DAILY AND MY KNECK IS ABOUT WORN OUT SHAKEING MY HEAD WONDERING "WHEN?"
    ALSO WHEN WE ALL HAD TO DRIVE THRU OLONGAPO INSTEAD OF SBMA , THE FIRST THING I NOTICED WAS THE TREES HIDEING THE NEW LIGHTS , ALLSO WE SHOULD KEEP IN MIND THE POOR YOUNG MAN WHO WAS RAN OVER AND CUT IN TWO PEICES ON HIS MOTORCYCLE DUE TO A TRUCK NOT SLOWING OR STOPPING FOR HIM AT THE SAME INTERSECTION , GOD FORBID !
    CANT BE THAT DIFFICULT TO REPAIR THE TRAFFIC CONTROL LIGHTS AT ONE OF THE MOST DANGEROUS INTERSECTIONS IN THE AREA !

  2. For the past week to 10 days, the traffic signal is not even working. Not a bad thing. After traveling the bridge for many years, everyone has gotten used to stopping on the bridge side and waiting for a clearing to make their right or left hand turns.
